Commitment

This site is built to WCAG 2.2 level AA. A client checking what is held in their name should not need perfect eyesight, a mouse, or a steady hand.

What has been done

• Contrast. Every text and background pairing is measured against WCAG AA: 4.5:1 for body text, 3:1 for large text. Text placed over photographs is measured against the lightest pixel behind it, not an average.
• Colour is never the only signal. Every status is named in words, and shapes differ as well as colours.
• Keyboard. Every control is reachable and operable by keyboard, with a visible focus ring on every surface. Skip links are provided.
• Structure. One h1 per page, headings in order, real tables with header cells and captions for holdings and ledger data, and forms with labels above their inputs.
• Motion. The homepage slideshow has a pause control, stops on hover and on focus, and does not auto-advance at all under prefers-reduced-motion. No animation is required to reach content.
• Zoom and reflow. Layouts reflow to 320px without horizontal scrolling, and text can be resized to 200% without loss of function.
• Images. Decorative photography carries empty alt text so screen readers skip it rather than reading a description that adds nothing.

Known problems

Stated plainly, because an accessibility statement that claims perfection is not credible:

• Not independently audited. Testing to date is automated plus manual keyboard and screen-reader checks by the build team. No third-party audit has been commissioned. Audit date: to be supplied
• Wide data tables scroll horizontally on small screens. They are marked as scrollable regions, but a wide holdings table remains awkward on a phone.
• Printed statements and certificates are generated as print stylesheets rather than tagged accessible PDFs.
• Documents supplied by third parties, such as insurer policies and carrier conditions, are outside our control and may not meet AA.

Legal position

The Public Sector Bodies (Websites and Mobile Applications) Accessibility Regulations 2018 apply to public sector bodies and not to us. The Equality Act 2010 does apply: we have a duty to make reasonable adjustments so that disabled people are not put at a substantial disadvantage. This statement is how we hold ourselves to that.

If any part of this site is not usable for you, we will provide the information another way: by telephone, by post, in large print, or as a plain-text file. There is no charge and you do not have to explain why.

Technical

This site relies on HTML, CSS and JavaScript. It remains readable and navigable with JavaScript disabled; the slideshow becomes a single static image and the reference lookup still works, because it is a plain form submission.
